Medicaid home and community based services waivers have been an important source of funding to allow states to offer housing and related services for consumers receiving care at home. Six states have been at the forefront of offering these services – AL, CA, CT, LA, MN and WI – and offer important information and a helpful template for states, advocates, providers and plans interested in strengthening HCBS and improving access to housing supports.

In a new report released by Community Catalyst's Center for Consumer Engagement in Health Innovation, lessons are shared from states using Medicaid home and community based service waivers. The positive outcomes from these interventions make a strong case that providing broad and effective housing supports for successful sustained living in the community can improve the health and quality of life for beneficiaries, and reduce costs. Given the growing body of evidence for positive outcomes and financial savings associated with housing and housing-related services, state advocates and policymakers should consider opportunities to expand access to housing-related supports.
