ADvancing States and the ARPA HCBS TA Collective: Two Reports on States' Experiences of Home and Community-Based Services
ADvancing States and the American Rescue Plan Act (ARPA) Home and Community-Based Services (HCBS) Technical Assistance Collective have released two reports, "The Future of HCBS: A Report from the HCBS Sustainability Summit" and "State Implementation of ARPA HCBS Spending Plans: Lessons Learned."
In October 2023, the Technical Assistance (TA) Collective brought together eighteen HCBS thought leaders — comprised of state officials, HCBS advocacy leaders, people with lived experience and their caregivers — for a day-long Sustainability Summit to discuss how to sustain the commitment to and investment in HCBS that were central to the states’ ARPA HCBS spending initiatives.
Summit attendees identified key principles for HCBS investment as well as specific strategies that Congress, the federal government and states could implement. The reports are from the Sustainability Summit and a related survey of states:
- "The Future of HCBS: A Report from the HCBS Sustainability Summit" outlines the most impactful strategies around HCBS and provides a comprehensive list of all immediate and discrete strategies, as well as those aimed at systemic reform. A Technical Supplement was also released.
- "State Implementation of ARPA HCBS Spending Plans: Lessons Learned" is based on survey responses of 33 states on their experiences in implementing their ARPA HCBBS spending plans, and the top barriers to implementation. The report highlights the challenges and barriers states faced in thoughtfully executing their initiatives in the midst of a public health emergency.
