OpenNotes Web Resource: Federal Rules on Interoperability and Information Blocking
OpenNotes has created a webpage detailing how new federal rules on interoperability and information blocking will effect the ability of patients to access their clinical visit notes.
A new federal rule will soon require patients be provided access to all of the health information in their electronic medical records without charge by their health care provider beginning November 2, 2020. The program rule on Interoperability, Information Blocking, and ONC Health IT Certification implements the 21st Century Cures Act which was signed into law in 2016.
OpenNotes is an international movement that is focused on making health care more open and transparent by encouraging doctors, nurses, therapists, and other health care professionals to share clinical visit notes with patients. OpenNotes is invested in the Cures Act because clinical notes are among the information that must be shared with patients. The webpage OpenNotes has created explains what notes must be shared, the timeline for the new federal rules, as well as any exceptions.
