Health Affairs Forefront has published an article, "Medicare Can Leverage Home-Based Care To Optimize Value For Homebound Beneficiaries."
The authors, Christine Seel Ritchie, Bruce Leff, Orla Sheehan, Montgomery Smith and Frank McStay, discuss the challenges and strategies for advancing value-based care (VBC) within the rapidly expanding Medicare system, which includes both Traditional Medicare (TM) and Medicare Advantage (MA). By 2030, 20 percent of Americans will be 65 or older and eligible for Medicare. With MA projected to cover 60 percent of beneficiaries by 2030, this growth coincides with the Centers for Medicare and Medicaid Services (CMS)'s ambitious goal to have 100 percent of TM and MA beneficiaries in accountable relationships.
Despite progress, significant challenges remain in achieving CMS's goal. The article stresses that it is critical to identify key patient populations that warrant greater investment to right-size costs and reduce spending associated with avoidable utilization. This is especially important since initial data suggests that reaching key patient populations is challenging. The authors discuss opportunities and strategies and offer a look ahead.
