NASHP Map: Most States Plan to Continue Medicaid Home and Community-Based Flexibilities Implemented during the Public Health Emergency
The National Academy for State Health Policy (NASHP) has created a new map reflecting the states that plan to continue using Appendix K amendments to 1915(c) home- and community-based (HCBS) waivers and 1115 demonstration waivers.
During the COVID-19 public health emergency (PHE), states received approval from the federal government to implement Appendix K amendments to HCBS waivers and 1115 demonstration waivers to ensure that Medicaid enrollees had access to needed services during the pandemic.
With the end of the PHE declaration, states must decide which amendments and waivers, flexibilities, to sustain long-term. This interactive NASHP map reflects a 50-state survey examining which flexibilities each state plans on sustaining. There is additional information on the NASHP website about each flexibility and a detailed chart of state and planned flexibilities.
NASHP has found that 41 states and Washington, D.C. plan to sustain at least one flexibility, including, but not limited to:
- Increased Medicaid payment rates for direct care workers, such as personal care aides, home care aides, and/or certified nursing assistants.
- Increased services for family caregivers, including respite services and adult day health services.
These flexibilities align closely with the National Strategy to Support Family Caregivers, which JAHF and NASHP support through a collaboration with the Administration for Community Living.
