ADvancing States Issue Brief: Efforts to Evaluate the Impact of American Rescue Plan Act Home and Community-based Services Investments
ADvancing States and the American Rescue Plan Act (ARPA) Home and Community-based Services (HCBS) Technical Assistance Collective have released an issue brief, "Efforts to Evaluate the Impact of ARPA HCBS Investments."
The issue brief examines states' efforts to understand the impact of their HCBS projects implemented with unprecedented new Federal investment under the ARPA.
Based on state surveys, focus groups and ARPA HCBS spending plan analysis, this issue brief highlights the lessons learned from this research and provides practical information about how states can evaluate the impacts, successes, efficiencies, lessons learned and best practices of their ARPA HCBS investments.
States that have started evaluation activities provide critical insights about evaluation, recommendations for other states, ideas about how to maximize the impacts of future investments in the LTSS delivery system and the ability to evaluate those impacts.
