Duke-Margolis Policy Briefs: Opportunities for Expanding Home-Based Care

The Duke-Margolis Center for Health Policy has published two policy agenda briefs, one on opportunities for expanding home-based care for Medicare beneficiaries and one on opportunities for expanding home-based care within the Center for Medicaid and CHIP Services and state-based programs.

The first policy agenda brief, Opportunities for Expanding Home-Based Care for Medicare Beneficiaries, synthesizes research conducted by the Duke-Margolis Center to provide policy recommendations to increase access to home-based care for people with complex medical and social needs. This work was motivated by the significant policy opportunity right now to provide home-based care for millions of people in the United States. Recommendations outline short-term policy reforms for Medicare beneficiaries that can help simplify and align existing payment and care delivery models to achieve comprehensive, home-based care that addresses the needs of the whole person.

The second policy agenda brief, Opportunities for Expanding Home-Based Care within the Center for Medicaid and CHIP Services and State-Based Programs, aims to inform policy activities that may be leveraged in the short term to address the unmet need for home-based care. Recommendations included in this brief explore policy mechanisms available for states and Medicaid programs to expand home-based care through value-based arrangements.
