She discusses the sparing use of compassionate, medical, or geriatric prisoner release laws that already exist, saying that "In the meanwhile, our elderly prisoner population continues to grow at an alarming rate, forcing our correctional system to act as a nationwide long-term care facility -- something it was never designed to be." She goes on to discuss the complicated nature of the issue and raises risk assessment programs as a way to safely screen for older prisoners appropriate to release into the community, although they will in turn bear the costs of providing health and social services.
