The National Committee for Quality Assurance (NCQA) published a blog, "The YOU FIRST Approach to Quality Measurement."

Person-centered outcomes” (PCOs) are personalized, structured, measurable goals identified by a person with complex health status or their care partner around what matters most to them at that time. The NCQA PCO measures have been successfully tested in multiple care delivery settings.

The blog highlights the value and effectiveness of PCO measures that follow a three-step sequence of goal identification, follow-up and achievement. It describes how PCO measurement supports health equity by:

  • Translating people’s priorities into care plans.
  • Making goal achievement part of quality assessment.
  • Giving providers a common language for tracking services patients care about.

NCQA is expanding PCO measures and offering an opportunity for Special Needs Plan to join a learning collaborative, along with resources for any health plan.
