Paper: High-Performance Revisited - Examining Long-Term Services and Supports System Performance
The AARP Public Policy Institute has published a paper, "High-Performance Revisited: Examining Long-Term Services and Supports System Performance," in advance of the forthcoming 2023 Long-Term Services and Supports State Scorecard.
In the eleven years since the AARP Public Policy Institute published its inaugural Long-Term Services and Supports (LTSS) State Scorecard, there have been three subsequent editions and a number of changes in the LTSS systems it evaluates. Each edition has measured and ranked LTSS systems in every state against an objective, data-driven set of metrics, or indicators.
In advance of the forthcoming 2023 edition, this new paper discusses AARP Public Policy Institute's approach and reflects on what has changed since the Scorecard was first published. Based on all that has occurred over the last decade, it was time to revisit how the Scorecard defines a high-performing LTSS system and how we measure success. The Scorecard will continue to serve to both effect and spotlight change in state LTSS systems, and to improve services and supports that older adults and people with physical disabilities receive.
