Moving Forward Coalition Launches Action Plans to Improve Nursing Home Quality

The national Moving Forward Nursing Home Quality Coalition released nine detailed action plans to improve the quality of life for residents and quality of work for staff in nursing homes and held a series of virtual Coalition Conversations on each.

The Moving Forward Coalition is comprised of more than 120 individuals and organizations focused on nursing home reform. The Coalition was launched in September 2022 to act on the National Academies of Sciences, Engineering, and Medicine report, The National Imperative to Improve Nursing Home Quality.

Over the past year, the Coalition engaged with long-term care advocates, nursing home leaders and residents, federal and state policymakers and other advisors to develop action plans based on the areas of greatest need and biggest potential impact on resident quality of life.

Each plan outlines specific steps to advance nursing home quality improvement:

  1. Creating care planning and measurement tools for residents’ goals, preferences & priorities
  2. Piloting best practices to strengthen nursing home resident councils
  3. Increasing CNA compensation through state quality incentive payment programs
  4. Developing a Certified Nursing Assistant (CNA) career pathway model using an established apprenticeship program framework to increase interest in the profession
  5. Creating a targeted recertification survey to improve overall state survey agency capacity
  6. Developing enhanced state surveyor trainings on person-centered care
  7. Increasing nursing home ownership data transparency
  8. Developing a health information technology guide to help nursing home operators navigate new regulations and digital capabilities
  9. Incentivizing converting traditional nursing homes with less privacy to smaller households with private rooms

Several of the plans are already in progress, including the analysis of more than 10,000 older adults’ preferences. This will be used to inform the care planning tool to better assess progress toward residents’ care goals. Virtual Coalition Conversations were held to provide details about each action plan and ways for everyone, including organizations to get involved and advance progress.
