CHCS PACE Meeting Summary

The Center for Health Care Strategies (CHCS) has released a meeting summary highlighting barriers and priority actions for expanding access to the Program of All-Inclusive Care for the Elderly (PACE), a highly integrated model of care for older adults with complex needs.

To understand opportunities to expand access to PACE, CHCS and the National PACE Association convened national experts, state regulators, PACE organizations, researchers and funders in October 2025. The resulting meeting summary is designed to inform states, policymakers and other stakeholders seeking to expand access to PACE.

The summary highlights barriers and priority actions identified by convening participants across four key areas: reducing administrative and financial barriers to start or expand PACE organizations; expanding enrollment and eligibility; advancing quality measurement and messaging; and enhancing workforce and operational flexibility.
