CMS Measures Under Consideration: Public Comment Invited on Age-Friendly Hospital Measure

The Partnership for Quality Measurement is seeking public comment on behalf of the Centers for Medicare & Medicaid Services on measures under consideration for the fiscal year 2024 Hospital Inpatient Quality Reporting Program, which includes a new Age-Friendly Hospital Measure that can help ensure age-friendly care for older adults.
The Age-Friendly Hospital Measure is a new type of measure, a “programmatic composite” measure, which considers the full program of care needed for geriatric patients in the hospital. This measure (MUC-2023-196) is meant to help build a better, safer environment for older adults and will help patients and caregivers know where to find good care.
The proposed measure is an update that combines two measures previously reviewed by the National Quality Forum’s Measures Application Partnership (MAP) in 2022, the Geriatrics Hospital Measure (MUC-2022-112) and the Geriatrics Surgical Measure (MUC-2022-032). The concept behind the programmatic measure is based on several decades of history implementing programs that demonstrably improve patient care provided by the clinical team along with the facility.
The Age-Friendly Hospital Measure incorporates elements of the Institute of Healthcare Improvement’s (IHI) Age-Friendly Health Systems framework known as the 4Ms (What Matters, Medications, Mentation, Mobility), standards from the Geriatric Emergency Department Accreditation (GEDA) program developed by the American College of Emergency Physicians (ACEP), and the American College of Surgeons (ACS) Geriatric Surgical Verification (GSV) standards.
There are two ways to provide comments on measures in the 2023 Measures Under Consideration List:
- Submit written comments through the Partnership for Quality Measurement website from December 1 – 22.
- Make live comments or ask CMS a question about a measure under consideration during December Listening Sessions, including a Hospital Listening Session on December 15 from 11am – 5pm ET:

All submitted comments will be shared with CMS, the Pre-Rulemaking Measure Review (PRMR) advisory groups, and the PRMR recommendation groups. Public comments will help guide PRMR measure review meetings in January. The public is welcome to observe the virtual recommendation group meetings, but the meetings will be closed for public comments.
