NASEM Workshop Proceedings Brief: Advancing Value-Based Payment for People with Serious Illness to Align Financing with Quality
The National Academies of Sciences, Engineering, and Medicine (NASEM) has released a workshop proceedings brief, "Advancing Value-Based Payment for People with Serious Illness to Align Financing with Quality."
The report summarizes a November 2025 workshop convened by the NASEM Roundtable on Quality Care for People with Serious Illness, which explored challenges to financing structures that shape access to palliative care, hospice, emergency services and care at home for individuals with serious illness.
As the health care system shifts from fee-for-service to value-based payment, discussions examined how evolving coverage and payment models are shaping care quality, costs and patient and family experiences. Speakers highlighted challenges including administrative burden, variation in coverage and barriers to timely symptom management.
The proceedings also examine innovations in home- and community-based palliative care, concurrent care models and approaches to measuring quality in serious illness and end-of-life care within a value-based framework.
